NOTICE – TAOS YOUTH SOCCER ASSOCIATION RULES & CONDUCT:

My child has registered to play soccer with the Taos Youth Soccer Association and I agree to the following:

  • I will sit at least five yards from the side lines.
  • I will not stand beyond the 18 yard line or behind the goals at either end of the field while play is in progress.
  • I will not harass, threaten, criticize or assault a player, coach or referee before, during or at the conclusion of the game.
  • Should I violate any of the above rules, the game will be stopped and I will be escorted from the field.
  • I am fully aware that verbal and physical abuse of a referee. coach, or player is a crime that is subject to disciplinary action by the Taos Youth Soccer Association and New Mexico Youth Soccer Association and could result in criminal charges being filed against me.

PLAYER'S CODE

  • Play for the fun of it, not just to please your parents or coach. 
  • Always play by the Laws of the Game. 
  • Never argue or complain about referees’ calls or decisions.
  • Control your temper. Most of all resist the temptation to retaliate when you feel you have been wronged. 
  • Concentrate on playing soccer with your best efforts. Work equally hard for your team as for yourself. 
  • Be a good sport by cheering all good plays, whether it is your teams or your opponent’s. 
  • Treat all players, as you would like to be treated. 
  • Remember that the goals of the game are to have fun, improve skills and feel good.  
  • Cooperate with your coaches, teammates, opponents, and the referees.

COACHES CODE

  • Enthusiastically support and practice the “everyone plays”, “good sportsmanship” and “positive coaching” philosophies.
  • Be reasonable in your demands on young players’ time, energy, enthusiasm, and performance on the soccer field. 
  • Impress on your players that they must abide by the Laws of the Game at all times. 
  • Develop respect for the ability of opponents, and for the judgment of referees and opposing coaches. 
  • Ensure that your players’ soccer experience is one of fun and enjoyment (winning is only part of it). Players should never be yelled at or ridiculed for making mistakes or losing a game. 
  • Set a good example and be generous with your praise when it is deserved. Children need a coach they can respect. 
  • Keep informed of sound principles of coaching, growth and child development. 
  • Check your equipment and playing facilities. They should meet safety standards and be appropriate for the age and ability of your players. 
  • Follow the advice of a physician when determining when an injured child is ready to play again.

REFEREE'S CODE

  • Always remember the game is for the players. Player safety and fair play come first. 
  • Study and learn the Laws of the Game and understand the “spirit” of the Laws. Help fellow referee’s do the same. 
  • Encourage and enforce the philosophies of “everyone plays,” “positive coaching” and “good sportsmanship”. 
  • Respect other referee’s decisions and do not publicly criticize another official. 
  • Wear the proper uniform and keep it in good condition. 
  • Maintain good physical condition so you can keep up with the action. 
  • Stay calm when confronted with emotional reactions from players, coaches and parents. 
  • Honor accepted game assignments. In an emergency find a replacement. 
  • Support good sportsmanship with a kind word to players, coaches and parents of both teams when deserved. 
  • Always be fair and impartial, avoiding conflicts of interest. Decisions based on personal bias are dishonest and unacceptable.

PARENT’S CODE

  • SUPPORT YOUR CHILD: It’s important that you support your child by giving encouragement and showing an interest in his or her team.
  • HELP YOUR CHILD work toward skill improvement and good sportsmanship every game. Teach your child that hard work and an honest effort are often more important than victory. Your child will be a winner, even in defeat.
  • ALWAYS BE POSITIVE: Parents are not participants on their child’s team. However, they do contribute to the success experienced by their child and the team.
  • PARENTS SERVE AS ROLE MODELS for their children. Become aware of this and work to be positive models.
  • APPLAUD GOOD PLAYS by your child’s team and by members of the opposing team. Support all efforts to remove verbal and physical abuse from youth sporting activities.
  • BE ENTHUSIASTIC AND SUPPORTIVE: Remember that your child is playing soccer. It’s important to let children establish their own goals, to play the game for themselves. Be careful not to impose your own standards and goals on your child.
  • DON'T BE A HEAVY BURDEN on your child to win games. Surveys reveal that 72 percent of children would rather play for a losing team than ride the bench for a winner. Children play for the fun of playing.
  • REINFORCE POSITIVE BEHAVIOR: The best way to help a child to achieve goals and reduce the natural fear of failure is through positive reinforcement. No one likes to make a mistake. If your child does make one, remember that he or she is still learning. Encourage your child’s efforts and, point out the good things your child accomplished.
  • LET THE COACHES COACH AND THE REFS REF: Coaches and referees are usually parents, they volunteer there time to help make your child’s youth soccer experiences a positive one. They need your support, too. What coaches and referees don’t need is your help in coaching from the sidelines. So please refrain from coaching during games and practices. Referees are not the “bad guys”. They are volunteers, too, and need your support and encouragement. Treat them and their calls fairly and respectfully.

THE FOULS

 

U-6, U-8: All fouls committed are to be classified as indirect.

U-6, U-8: No Penalty Kicks

 

Penalty Kick:  A penalty kick is to be awarded when a defending player commits one of the nine major fouls within his or her own penalty area while the ball is still in play.

 

MAJOR FOULS:  There are nine major fouls that result in a direct free kick, and from which a goal may be directly scored against the opponents. To be a major foul, the offense must have been, in the referee’s judgment, committed intentionally.

  • Two with the feet

    • Kicking or attempting to kick an opponent.

    • Tripping an opponent.

  • Three with the body

    • Jumping at an opponent.

    • Charging violently or dangerously. When tackling an opponent, making contact with the opponent before the ball.

    • Charging from behind.

  • Four with the hands

    • Striking or attempting to strike or spitting at an opponent.

    • Holding an opponent.

    • Pushing an opponent.

    • Handling the ball deliberately. Carries, strikes or propels the ball with hand or arm. (General rule of thumb) Did the ball play the hand (incidental) or did the hand play the ball (intentional).

MINOR FOULS:

There are five minor fouls that result in an indirect free kick. At least one additional player of either team must touch the ball before a goal can be scored from an indirect free kick.

  • Dangerous play; including high kicking near another player’s head or trying to play a ball held by a goalkeeper.

  • Fair charge away from the ball; fairly charging when the ball is not within playing distance.

  • Obstruction; impeding the progress of an opponent. Intentionally getting between an opponent and the ball when not playing the ball.

  • Charging the goalkeeper; Shoulder-to-shoulder contact within the penalty area.

  • Goalkeeper infringements:

    • Goalkeeper has six seconds to punt, throw, kick or dribble the ball.

    • Goalkeeper playing the ball with his or her hands when ball is intentionally kicked to by a teammate.

    • Gaining control a second time, unless the ball was touched or played by another player.

U-6 (UNDER SIX) - 3V3 FORMAT RULES

Field:

 

Dimensions: Length: 30 Yards, Width: 20 Yards. The goal box 11 feet wide by 6 feet long, is directly in front of the goal. No player may touch the ball within the goal box, however, any player may move through the goal box. Any part of the ball or players body on the line is considered in the goal box. If a defender touches the ball in the goal box, a goal is awarded to the offensive team. If an offensive player touches the ball within the goal box, a goal kick is awarded to the defensive team. If a ball comes to a complete stop in the goal box, a goal kick is awarded to the defense if the offense last touches the ball. If the defense last touched the ball a corner kick is awarded to the offense.

 

Goals: 4 feet high by 9 feet wide.

 

Markings:

  • Distinctive lines not more than (5) inches wide.

  • A half way line shall be marked out across the field.

  • A center circle with a (5) yard radius.

  • Four corner arcs with a (2) foot radius.

  • Goal area (11) feet wide by (6) feet long.

The Ball: Size (3)

Number of Players: Not to exceed (6) per roster.

  • Maximum number of players on the field at any one time: (3) per team.

  • No goalkeeper.

  • Substitutions: At quarters, at halftime.

  • Each player shall play a minimum of 50% of the total playing time if possible.

Players Equipment: Conform to FIFA with the following exceptions.

  • Footwear: Tennis shoes or soft-cleated soccer shoes.

  • Shin guards: With socks over the shin guard’s mandatory!!

  • Uniform; All players must wear matching team jersey, shorts and socks.

Referee: Coach or assistants

Duration of Game:

  • (4) equal (10) minute quarters

  • (2) minute break between quarters

  • (5) minute break between halves

The Start of Play:

  • Opponents must be (5) yards away from the center mark while the kickoff is in progress.

  • The kickoff will be classified as an indirect kick.

  • Play begins when the ball travels its circumference forward.

  • The kicker cannot play the ball twice in succession.

Method of Scoring:

  • A goal may be scored only from a touch (offensive or defensive) within a teams offensive half of the field.

  • Score not kept.

Offside: There shall be no offside.

Fouls and Misconduct: Conform to FIFA with the following exceptions.

  • All fouls will result in an indirect free kick with the opponents (5) yards away.

  • The referee must explain all infractions to the offending player.

Free Kicks: Conform to FIFA with the following exceptions.

  • Shall be classified under one heading (indirect).

  • All dead ball kicks (kick ins, free kicks, kickoffs, corner kicks) are indirect.

  • A goal may not be scored until the ball has been played or touched by a second player of either team.

  • The kicker cannot play the ball twice in succession.

  • Taken from where the foul occurred, unless the foul occurred closer to the goal area than the (5) yard rule allows.

  • The ball must be stationary before the kick is taken.

  • The ball must travel its circumference to be in play.

Five Yard Rule: In all dead ball situations, defending players must stand at least (5) yards away from the ball. If the defensive player’s goal area is closer than (5) yards, the ball shall be placed (5) yards from the goal area in line with the place of the penalty.

 

Penalty Kicks: No penalty kicks may be taken in these games.

Kick Ins: The ball shall be kicked into play from the sideline. (No throw-ins)

Goal Kick: May be taken from any point on the end line. (Not in the goal box)

Corner Kick: Conform to FIFA with the following exception. (To be classified as an indirect kick)

Do not record league standings.

Do not record score.

Participation awards for all, no trophies or awards for the best team or individuals.

Parent/coaches, non-playing players, parents and spectators should be located not less than (6) yards from outside the touchline nor should they be closer than (20) yards to the goal line. No individual should be allowed to run the length of the field except participants of the game.

  • The goal box (16) yards wide by (6) yards long, is directly in front of the goal.

  • The penalty box, (28) yards wide by (14) yards long, is directly in front of the goal.

The Ball: Size (3)

Number of Players: Not to exceed (10) per roster.

  • Maximum number of players on the field at one time: (5) per team, one of whom may be a goalkeeper. 

  • Substitutions: At quarters, at halftime.

  • Each player shall play a minimum of 50% of the total playing time, if possible.

Players Equipment:

  • Footwear: Tennis shoes or soft-cleated soccer shoes.

  • Shin guards: With socks over the shin-guards mandatory!!

  • Uniform: All players must wear matching team jersey, shorts and socks.

  • Goalkeeper: Must wear a different colored jersey from everyone else.

Corner Kick:

  • Opponents must be (5) yards away from the ball.

  • The ball must be inside the corner arc.

  • The corner flag cannot be removed.

  • A goal can be scored directly from a corner kick.

  • The kicker cannot play the ball twice in succession.

Goal Kick:

  • Place the ball anywhere on the line or inside the goal area.

  • The ball must leave the penalty area to be in play.

  • Retake if the ball does not leave the penalty area.

  • Kicker cannot touch the ball twice in succession.

  • Attackers must be outside the penalty area before the kick.

  • A goal cannot be scored directly from a goal kick.

Offside:

  • A player is in an offside position if nearer to opponents goal line than the ball, unless:

    • He or she is in his or her own half of the field.

    • At least (2) defenders between him or her and the opposing goal line.

  • Referee calls offside only if:

    • When the ball touches or is played by one of his or her team.

    • Interfering with play or an opponent.

    • Seeking to gain advantage.

  • A player cannot be offside.

    • In own half of the field.

    • On a goal kick.

    • On a corner kick.

    • On a throw in.

    • On a drop ball.

    • Two or more opponents nearer their goal line.

    • If he or she is even with or behind the ball.

  • Punishment: Indirect free kick where the offside occurred.

Fouls and Misconduct: Conform to FIFA with the following exception.

  • No caution or ejections shall be issued to players except by an independent neutral referee.

Free Kicks:

  • Opponents must be (8) yards away before the kick is allowed.

  • Taken from where the foul occurred. (Except for a Penalty Kick)

  • The ball must be stationary before the kick is taken.

  • The ball comes into play when it travels its circumference in any direction.

  • A kicker cannot play the ball twice in succession.

  • Direct Free Kick:  

    • Punishment for the nine major fouls only.

    • A goal may be scored directly by the kicker.

  • Indirect Free Kicks:

    • Punishment for anything other than major fouls.

    • A goal cannot be scored directly by the kicker. Another player of either team must touch the ball before a goal can be scored.

Penalty Kick:

  • Punishment if a defender commits one of the nine major fouls in his or her own penalty area.

  • Goalkeeper must be on the goal line between the posts until the ball is played. Note: The goalkeeper is allowed to move along the goal line.

  • All other players must be on the field, but at least (8) yards away from the penalty spot.

  • The kicker cannot play the ball a second time until another player has touched it.

Throw In:

  • When taking the throw the thrower must:

    • Face the field of play.

    • Have all or part of both feet on the ground, on or behind the touchline.

    • Throw with both hands from behind and over the head.

    • Not play the ball a second time until it is touched or played by another player.

  • The ball is in play when it enters the field.

  • A goal cannot be scored directly from a throw in.

  • An attacker cannot be offside directly on a throw in.

  • Opponents jumping or waiving arms to impede a throw in is ungentlemanly conduct resulting in an indirect kick.

  • A second throw must be allowed if the player commits a foul on initial attempt.

  • The referee shall explain the proper method before allowing the player to re-throw

    • When the ball touches or is played by one of his or her team.

    • Interfering with play or an opponent.

    • Seeking to gain advantage.

  • A player cannot be offside.

    • In own half of the field.

    • On a goal kick.

    • On a corner kick.

    • On a throw in.

    • On a drop ball.

    • Two or more opponents nearer their goal line.

    • If he or she is even with or behind the ball.

  • Punishment: Indirect free kick where the offside occurred.

Fouls and Misconduct: Conform to FIFA with the following exception.

  • No caution or ejections shall be issued to players except by an independent neutral referee.

Free Kicks:

  • Opponents must be (8) yards away before the kick is allowed.

  • Taken from where the foul occurred. (Except for a Penalty Kick)

  • The ball must be stationary before the kick is taken.

  • The ball comes into play when it travels its circumference in any direction.

  • A kicker cannot play the ball twice in succession.

  • Direct Free Kick:  

    • Punishment for the nine major fouls only.

    • A goal may be scored directly by the kicker.

  • Indirect Free Kicks:

    • Punishment for anything other than major fouls.

    • A goal cannot be scored directly by the kicker. Another player of either team must touch the ball before a goal can be scored.

Penalty Kick:

  • Punishment if a defender commits one of the nine major fouls in his or her own penalty area.

  • Goalkeeper must be on the goal line between the posts until the ball is played. Note: The goalkeeper is allowed to move along the goal line.

  • All other players must be on the field, but at least (8) yards away from the penalty spot.
